Meeting of the Technical Committee for Drafting a Model Arab Maritime Law

Beirut, April 24-25, 2024

The Secretary-General of the Arab Federation of Shipping (AFOS) participated in the meeting of the technical committee tasked with drafting a Model Arab Maritime Law. He attended as a representative of the General Secretariat of the Arab League – Transport and Tourism Department, as well as the General Secretariat of the Council of Arab Economic Unity. The meeting was held at the headquarters of the Arab Center for Legal and Judicial Research in Beirut from April 24 to 25, 2024.

The session was attended by H.E. Halima Ibrahim Abdulrahman, Minister of Justice of Libya, along with delegations from Jordan, Tunisia, Algeria, Iraq, Oman, Palestine, Qatar, Kuwait, Lebanon, Libya, Egypt, Morocco, and Yemen. The participants included representatives from ministries of justice, maritime transport authorities, and ministers of transport and communications.

The meeting was inaugurated with a speech by Ambassador Abdelrahman Al-Solh, Assistant Secretary-General and Director of the Arab Center for Legal and Judicial Research, which was delivered on his behalf by Dr. Youssef Al-Sabbagh due to the Ambassador’s absence for health reasons.

During the discussions, H.E. Halima Ibrahim Al-Buseifi, Minister of Justice of Libya, emphasized the importance of model Arab laws, noting that they foster legal convergence among Arab nations and reflect a unified legal direction, reinforcing the strong ties between member states.

At the conclusion of the meeting, participants recommended a linguistic and structural review of the draft law, followed by its submission to the Board of Directors of the Arab Center for Legal and Judicial Research for further recommendations before presenting it to the upcoming session of the Council of Arab Ministers of Justice for approval.

The session concluded with expressions of gratitude to all committee members and contributors for their efforts in drafting the law. Special appreciation was extended to the ministries of justice and transport of the participating countries, as well as to the Technical Secretariat of the Council of Arab Transport Ministers for their input and participation in the legislative process.
