يهدف التقرير إلى استعراض تطور أسطول سفن الدول العربية مقارنة بالأسطول العالمي ومتابعة تطوراته بصورة دورية سواء من حيث الحمولة أو العدد أو القطاع وطبقاً لكل دولة، موضحاً به العديد من المقارنات والمؤشرات لقياس تطوره والوقوف على اتجاهه.
